L’attraction d’immigrants entrepreneurs est-il le meilleur moyen de changer le destin économique provincial?

Abstract

Canada receives on average between 250,000 and 260,000 permanent immigrants annually, of which 80% settle in large cities in Ontario, Quebec, and British Columbia. Recent efforts by smaller, rural provinces such as New Brunswick to attract and retain a share of this influx have met serious challenges. The province has been using its constitutional right to select immigrant entrepreneurs in order to boost its gloomy economy. In face of the numerous challenges posed by its economic and demographic situation, a subtle "governmentality" of immigration has been put in place, which this article explores.
