LL.M. (Calgary), LL.B. (UNB), Dîplome (Strasbourg), B.A. (Mount Allison). The author is a Visiting Lecturer in Law at the University of Tartu, Estonia with Civic Education Project. In the 1996–97 academic year he held the same position at the State University of Moldova in Chisinau, Republic of Moldova.
